The NWT Corrections Act and its Regulations have been in place since 2021.
Among other provisions, the Regulations limit the direct supervision of female inmates by male staff members. After four years of implementation, these requirements have created significant staffing and operational pressures within territorial correctional facilities.
To address these challenges, the GNWT is proposing amendments that would repeal Sections 12, 13, and 14 of the Corrections Regulations. This would allow these matters to be managed through operational policies tailored to each facility. The change would provide greater flexibility in day-to-day operations, including permitting cross-gender supervision of adult female inmates where appropriate.
The proposed amendments would align the Corrections Service with practices across Canada, while continuing to uphold high standards of care, safety, and dignity for women in custody.
