The Government of the Northwest Territories (GNWT) invites residents to provide feedback on the proposed Elevators and Lifts Regulations
The Elevators and Lifts Act received assent in November 2022. The Act cannot come into force until the Regulations are completed and ready to be adopted.
Currently, elevators and lift systems fall under the Electrical Protection Act, which provides authority to regulate the electrical components of elevating devices, but not their non-electrical components. The Electrical Protection Regulations will be amended as a consequence of the new Elevator and Lifts Regulations.
The Elevators and Lifts Regulations will formalize authority for a registry and inspection system, resolve regulatory gaps, and provide a standard framework, to align legislation of elevating devices with the rest of Canada.

Representatives from the Elevators and Lifts Industry met with Departmental staff to discuss changes to process and ask questions and were satisfied with the new statutory framework.
NWT residents had opportunity to provide their feedback on the Regulations until June 2, 2024.
set out the experience and training requirements for those who work on elevating devices;
adopt the National Standards and Codes on elevators and lift systems;
establish specifics regarding installation and operation permits, inspections, reporting of safety incidents, and maintenance;
establish procedures for the appeal process;
establish fees for contractor license applications, installation, and operating permits, and inspections; and
make consequential amendments to the Electrical Protection Regulations.
While the Elevators and Lifts Act is not in force, public safety is being upheld as components of elevating devices continue to be regulated under existing provisions in the Electrical Protection Act. Residents, industry workers, contractors, or stakeholders will not notice any changes in the use or work of elevators and lift systems.
Next Steps
The engagement period closed on June 2, 2024. Any feedback received from the public will be summarized in a What We Heard Report and made available to the public. A public service announcement will be issued when the amendments come into force.
