The Energy Action Plan lays out multi-year government actions and initiatives designed to achieve the objectives of the 2030 Energy Strategy.
These actions and initiatives will be done by the GNWT and its partners, including the federal government, the NWT Housing Corporation, the Arctic Energy Alliance, Northwest Territories Power Corporation, Indigenous governments and organizations, residents, businesses, communities and industry.
The current Energy Action Plan, laid out for the 2019-2022 period, ended on March 31, 2022. The 2022-2025 Action Plan builds on current projects and initiatives and continues successful programs. It also includes new activities to develop sustainable, affordable, and reliable energy in the North.

The GNWT sought input to inform the development of the new 2022-2025 Energy Action Plan. NWT residents were encouraged to submit their ideas that could help the NWT meet its long-term vision of secure, affordable and sustainable energy, while transitioning to a lower carbon economy.
The Energy Initiatives Reports provide an overview of projects and initiatives conducted as part of the 2019-2022 Energy Action Plan under the 2030 Energy Strategy. A five-year review of the 2030 Energy Strategy will occur in 2023. The GNWT will engage separately on the Energy Strategy review.
During the engagement period, the public were asked to provide input by submitting their thoughts to us or use the following questions to guide their feedback:
What actions and initiatives from the 2019-2022 Energy Action Plan should the GNWT keep in the next Action Plan, and why?
How could the GNWT improve the current actions and initiatives?
What new project or action could the GNWT initiate in the 2022-2025 Energy Action Plan to reduce emissions, help stabilize the cost of energy, and maintain energy security in the North?
What is the most important energy issue currently affecting your community? How could it be addressed?
Results
The GNWT received seven submissions from industry, non-profit organizations and individuals during the engagement period. Most of these submissions had extensive ideas aimed at reducing energy costs for Northerners and businesses while advancing greenhouse gas emissions reductions in the electricity, transportation, buildings and industrial sectors.
In addition to this, letters were sent to Indigenous governments and Indigenous organizations requesting their input on the 2022-2025 Energy Action Plan. Meetings were also held with other GNWT departments, agencies, Crown corporations, Arctic Energy Alliance, as well as stakeholder groups.
The contributions the GNWT received from the public were considered in finalizing the 2022-2025 Energy Action Plan – along with analysis conducted by the GNWT during the fall 2021 and winter 2022 – and were used to develop the updated Action Plan.
