Overview
Amendments to the Aurora College Act received assent on December 8, 2021. Legislative changes establish a new governance system for Aurora College that includes the Board of Governors (Board), Academic Council and Indigenous Knowledge Holders Council. The amended Aurora College Act will become law once regulations are finalized which is expected to occur in the spring of 2022.
The Department of Education, Culture and Employment is asking you to share your thoughts and ideas about two proposed regulations for the newly amended Aurora College Act.

- Aurora College Mandate Regulations
Changes to the governance system impact the role and authority of the Minister of Education, Culture and Employment (Minister).
To ensure continued accountability and transparency, the Aurora College Mandate Regulations outline how the Board of Governors will be required to prepare a statement setting out the mandate of Aurora College for approval by the Minister. Aurora College would then operate within the approved mandate.
This approach follows best practice and will enable Aurora College to operate at arm’s length while continuing to be accountable to the Minister. The proposed regulations also require that the Mandate Agreement is made publicly available. - Aurora College Board of Governors Regulations
Amendments to the Aurora College Act introduce a competency-based Board.
The Aurora College Board of Governors Regulations outlines the proposed prescribed competencies that will be used by the Board to recommend new members to the Minister. The Minister will also apply these competencies in appointing Board members.
The competency-based approach will ensure the Board is equipped to provide strong and effective leadership that supports an effective, efficient and sustainable post-secondary education institution.
The Aurora College Act also prescribes that the Minister may identify remuneration and expenses that shall be paid to Board members. Together with the prescribed competencies, remuneration and expenses has been included within these proposed regulations.
