Overview

The GNWT is launching an After Action Review (AAR) of the 2022 flood preparedness, response and recovery. The AAR will be divided into two phases. The first phase will take place January-February 2023 and is designed to focus on Preparedness and Response to the 2022 flood. A second phase of the AAR will be undertaken later in 2023, which will focus on the Recovery from the 2022 flood.

An online survey has been developed targeting:

  • Flood-affected residents
  • Flood-affected businesses

Federal, territorial and community government representatives will be contacted directly to collect their feedback.

The survey will be open through January 23, 2023 at 4:00pm.

No personal information will be collected and survey results will be used only for the purposes of completing and analyzing feedback.

What is an After-Action Review?

When emergencies occur, it is standard practice to complete an After-Action Review to see what went well, what lessons were learned, and how to improve next time.

Areas for feedback

The AAR will focus on several key areas:

Risk Assessment: Seeking input regarding how the GNWT assessed and communicated flooding risks and evacuation requirements.

Preparedness: Assessing the overall preparedness and readiness of residents, businesses, community governments and the GNWT.

Control and Coordination: Assessing the control, coordination and understanding of the roles and responsibilities of the GNWT, community governments, residents and businesses during an emergency.

Communications: Assessing the effectiveness of communications tools (i.e. social media, public safety bulletins, direct outreach) used throughout the 2022 flood season.

Response: Assessing the overall effectiveness of the emergency response, from preparations and readiness through to the evacuation and hosting process.

Next Steps

Engagement on the recovery phase of the 2022 flood will be undertaken later this year.

Based on feedback collected, other analysis, and a scan of practices in other provinces and territories, the GNWT will:

  • Release an After-Action Report detailing:
    • What went well
    • Lessons learned
    • Recommendations for improvements to emergency management in the territory.
