The Income Assistance program provides financial assistance to Northerners. The program’s goal is to allow clients to fully participate in community life and in the opportunities available in their communities.
The Department of Education, Culture and Employment (ECE) conducted an extensive review of the Income Assistance program in 2022 and 2023 to ensure its objectives, benefits and delivery support the social and economic aspirations of the people of the Northwest Territories (NWT).

ECE engaged with various partners and stakeholders, including Indigenous Governments, Non-Government Organizations, current and past clients, landlords and vendors, GNWT Departments and the public to gather feedback on the Income Assistance program.
Between February and March 2022, a total of 363 people participated in the review, including virtual focus group discussion sessions, client interviews and an online survey.
Next Steps
ECE released a What We Heard Report to summarize engagement results. In 2023-24, ECE announced a new Income Assistance program for seniors and persons with disabilities, as well as changes to the existing Income Assistance program that would increase benefit levels and income exemptions and reduce barriers to accessing the program. Enhancements made to Income Assistance and the creation of the new Income Assistance for Seniors and Persons with Disabilities program will improve supports to our vulnerable residents, reduce barriers and improve accessibility to the programs.
