Arctic Marine Training Ltd. (AMT) has submitted an application to offer a Bridge Watch Rating and Marine Emergency Duties training program in the Northwest Territories. If approved, the program would provide residents with access to marine industry training that supports entry-level employment opportunities in marine transportation and vessel operations.
The proposed training pathway combines four Transport Canada-recognised courses delivered over approximately 12 weeks:
Bridge Watch Rating (300 hours)
STCW Basic Safety Training (50.5 hours)
Proficiency in Survival Craft and Rescue Boats (32.5 hours)
Marine Basic First Aid and CPR (16 hours)
The program is designed to help students develop knowledge and skills in:
Navigation support and bridge-watch operations;
Lookout duties and vessel steering;
Safe seamanship and deck operations;
Marine emergency response and survival procedures;
Fire prevention and firefighting;
Survival craft operation and rescue techniques; and
Marine first aid and CPR
Successful students would receive separate certificates for each course completed. Graduates who wish to obtain a Transport Canada Bridge Watch Rating Certificate must also meet additional federal requirements, including qualifying sea service and examinations.
The program is intended to increase access to marine training for northern residents and support workforce development in the marine transportation sector.

In December 2022, the Northwest Territories' Post-Secondary Education Act and Regulations came into effect. These include requirements to support the development of a coordinated post-secondary education system in the NWT.
When a post-secondary institution applies to offer a new program in the NWT, the application must undergo a System Coordination Review. Applications are posted publicly for 15 business days so residents and NWT post-secondary institutions can review the proposal and provide feedback.
The System Coordination Review Application submitted by Arctic Marine Training Ltd. can be viewed here.
Following the consultation period, the Quality Assurance Review Advisory Committee will review the application along with any public input received. The committee will then make a recommendation to the Director responsible for post-secondary program approvals on whether the application may proceed.
