The Government of the Northwest Territories is committed to supporting the early learning and child care sector through robust, mature and sustainable system updates that meet the needs of children, families and communities. Investment in early childhood education plays a pivotal role in the long-term social and economic prosperity of the Northwest Territories.
Since then, ELCC stakeholders and the GNWT have identified gaps, outdated provisions, and opportunities for improved practices for better alignment with existing and future programming.
Regulatory updates are also required to formally incorporate the revised minimum rates of pay (wage grid) and other policy directions to ensure alignment between what is intended and what is identified in legislation.
The Department of Education, Culture and Employment is seeking feedback from Early Learning and Child Care (ELCC) stakeholders and the public on updates to the Early Learning and Child Care Regulations. The purpose of these surveys is to support identifying existing gaps in the ELCC Regulations and to help support regulatory change(s). ECE will use your feedback to support evidence-based decision making.
Engagement work is designed to:
Identify existing gaps in the ELCC Regulations
Ensure the ELCC Regulations are informed by the ELCC sector, Indigenous governments, and the needs of families.

Your participation is voluntary. You may choose to skip any part of the survey or withdraw at any time. Your decision to participate or not participate will not impact your position, benefits, or services from ECE. Your responses will be anonymous, and no personally identifiable information will be collected, unless indicated otherwise.
Information collected through this engagement will be combined and analyzed for statistical and reporting purposes only. Results will be reported in aggregate form and will not identify individual participants. All personal information is collected under the authority of the Access to Information and Protection of Privacy (ATIPP) Act, Section 40(c)(i) and will be securely stored and accessed only by authorized personnel within ECE.
