We want to hear from you on the Northwest Territories Nominee Program (NTNP). Tell us what’s working well, where improvements are needed, and what changes should be considered as we look ahead. This input will directly inform potential updates to the NTNP for 2026 and beyond.
The NTNP is an economic immigration program administered by the Government of the Northwest Territories (GNWT), in cooperation with Immigration, Refugees, and Citizenship Canada (IRCC). The NTNP allows the GNWT to nominate and support the application to Canada, for permanent residence, of foreign nationals who intend to live in the NWT and who meet specific economic and labour market needs in the territory.
There are three streams: Employer-driven, Francophone, and Business.
The engagement guide provides an overview of the NTNP and outlines key areas where we are seeking your insights.
Recent federal changes to nominee programs across Canada, including a reduction of the NWT’s nominee allocation by 50% for 2025, have significantly changed the immigration landscape in Canada and the Northwest Territories. To ensure the NTNP continues to meet the needs of employers, communities, and newcomers, we are seeking input from stakeholders like you.
The NTNP is designed to help strengthen the territory’s economy by attracting qualified individuals to fill labour shortages and promote business development. It assists employers in meeting their workforce needs with qualified foreign nationals who want to make the NWT their home, when there are no qualified Canadians or permanent residents available to fill a position. It also supports economic growth by assisting foreign nationals who want to start a business, purchase an existing business, or invest in and operate an existing business based in the NWT.
More about the NTNP’s three streams and how the program works in the NWT is included the engagement guide.
Next Steps
The GNWT will summarize the engagement results in a What We Heard report and announce any related improvements to the NTNP in November 2025.
