The Government of the Northwest Territories (GNWT) is seeking public input on proposed amendments to the Territorial Parks Regulations.
Provide your feedback on proposed amendments by September 9th, 2022.
Background
The Territorial Parks Regulations (TPR) were created under the Territorial Parks Act (TPA), which provides for the establishment, classification, and administration of territorial parks in the Northwest Territories.
The Regulations provide greater detail on various types of park use permits, fees, prohibited activities, and the administrative and enforcement powers of the Superintendent and park officers.
Through a legislative initiative, the GNWT is proposing amendments to the Territorial Parks Regulations.
The Department of Industry, Tourism and Investment (ITI) has identified certain safety, environmental, administrative, and technical issues which it proposes to address with amendments to the TPR.
The following three proposed amendments are highlighted below as they will likely be of the highest interest to residents and campers. The full document of proposed changes is available here.
Proposed Amendments
Definition of “SPECIAL EVENT”
ITI has proposed adding a definition of special event to the regulations to clarify when a person needs to apply for a special event permit.
All-Terrain Vehicle License and Supervision Requirements
ITI is proposing requiring ATV operators who meet the minimum age requirement of 14 for operating an ATV to either hold a valid driver’s license or else be supervised by someone who does when operating an ATV in a territorial park. It is meant to improve the safety of both ATV operators and nearby campers as well as the protection of the environment by making sure ATV operators have a general awareness of the rules for motor vehicle operation or can easily receive direction from someone who does.
Minimum Age Requirements for Camping Permits
ITI is proposing prescribing a minimum age of 16 for obtaining a daily campsite permit, group camping permit or sleeping accommodation permit. This change is intended to address safety concerns around young campers who may show up unattended at campsites and to harmonize the Territorial Parks Regulations with other jurisdictions.
