What this review is
The 2035 Canada Winter Games Hosting Feasibility Assessment is a decision-support assessment designed to help inform discussion and decision-making.
It outlines:
- Possible scope, scale, and delivery approaches
- Estimated costs and investment considerations
- Potential benefits and opportunities
- Key risks, challenges, and trade-offs
It helps define the outer boundaries of what hosting could involve, providing a transparent foundation for public discussion.
What this review is not
It is important to note that the review:
- Does not recommend for or against hosting the Games
- Is not a final decision
- Does not propose a single approach
Instead, it presents a range of scenarios, recognizing that outcomes would depend on future decisions.
Understanding the range of possibilities
The analysis shows considerable differences among hosting options.
This means:
- The scale, cost, and impact of hosting could vary significantly
- Outcomes are shaped by decisions around priorities, partnerships, and investment
- The final approach, if pursued, would be determined by the GNWT, partners, and communities
In short, the report presents possibilities—not conclusions.
Next Steps
After the engagement period closes, the GNWT will:
- Review and analyze all feedback received
- Identify key themes and considerations
- Publish a summary in a What We Heard Report
This input will inform a decision on whether the NWT should pursue a bid.
If the GNWT Decides to Move Forward
If a decision is made to proceed, the next phase would involve defining clear intentions and choices about hosting.
This would include:
- Determining the scope and scale of the Games
- Identifying investment levels and funding partnerships
- Aligning infrastructure with long-term community needs
- Establishing partnerships with Indigenous governments, communities, and organizations
- Setting clear goals and expected outcomes
These decisions would shape what hosting looks like in the NWT.

The NWT is currently in an exploration and engagement phase.
No decision has been made.
The goal at this stage is to:
- Share information openly
- Hear from residents and partners
- Understand perspectives across the territory
- Determine whether pursuing a bid is in the best interest of the NWT
