The Government of the Northwest Territories (GNWT) awarded Transitional Solutions Inc. (TSI) the contract to conduct an after-action review of the 2023 wildfire emergency response. TSI gathered feedback from the public on:
how the risks were monitored;
how emergency preparedness activities in their communities were supported;
response activities;
communications across communities;
transition to wildfire recovery, including returning home from the evacuation; and
assessing impacts of the fires on their community.

Feedback was collected through interviews, community sessions, and survey responses during summer and fall 2024.
Background
As part of its standard practice, the GNWT conducted an independent review of its emergency response to the 2023 wildfire season. Reviews are necessary to document the event, analyze outcomes, and recommend changes and updates to existing plans and processes.
The final independent After-Action Review was provided to the NWT Council of Leaders, the Standing Committee on Accountability and Oversight, and the GNWT. TSI’s report includes their methodology, research, findings, and recommendations. This review was separate from the independent review of wildfire operations.
Next Steps
The Government of the Northwest Territories is currently reviewing TSI’s report and will provide a detailed response to the recommendations in the report in summer 2025.
