Overview

The Government of the Northwest Territories is proposing amendments to the Waste Reduction and Recovery Act.

These amendments will encourage more effective, well-managed delivery of waste reduction programs, and give the GNWT the necessary authorities to implement new waste management approaches in the future.

Proposed changes would:

Redefine, clarify and modernize terminology
Enable Extended Producer Responsibility (EPR) programs
Clarify Environment Fund contribution, disbursement and administration requirements to avoid conflict with Extended Producer Responsibility programs
Enable the Minister to declare and enforce disposal bans
Expand the Minister’s authority to appoint officers and delegate responsibilities
Expand the Minister’s authority to enter into agreements
Extend how long prosecution can happen after an alleged offense
Enable the GNWT to select depot operators based on a competitive process
Enable any new regulations required to implement these amendments

A plain language summary of proposed changes has been produced to assist in meaningful engagement.

These changes were developed after over a year of broad engagement with communities, stakeholders and the public while developing the Waste Resource Management Strategy and Action Plan – released in 2019.

I support these proposed changes to the Act. EPR is long overdue, I hope that once enablement is legislated, GNWT will move expeditiously to implement EPR, including the necessary agreements with other jurisdictions to make it work in the North.

I would like to contribute my logistics time and experience to see more scrap metal and dangerous goods shipped south for recycling. I have processed 130 end-of-life cars at Age Auto (Kam Lake) and imported 20+ sea containers of supplies over the last 2 yrs.
I would also like to provide the diamond mines with a laydown area in Yellowknife for scrap metal as opposed to them burying it.
